The benchmark measures a country along there dimensions of digital regulatory capacity:
(1) an expanded measurement scope moving from ICT into the digital economy,
(2) the consequent need for collaborative cross-institutional regulation, and
(3) the need for governments to develop a digital economy policy agenda.
The report presents and analyzes the country scores of the G5 Benchmark and provides a discussion of its implications for the development of digital regulatory capacity.
